I somewhat have to agree with #2 here. The CTPs are more or less the revival of the interim builds we used to get pretty regularly, particularly on Windows betas, though IIRC, they go through more quality gates. The Vista CTPs have actually been on a slower release schedule than the interim builds were, however, and take longer to get to technical testers, which is kind of frustrating if there's a major issue that keeps you from testing a particular build. Going to a pure CTP process seems more flexible though, and it'd be interesting if there were no more major milestone builds at all. It might be trickier handling the supported upgrade scenario for Windows, which used to be milestone to milestone to RTM.
