Some of the reason that MS sees the firewall being turned off is that some live update programs, such as MSI's, require the anti-virus be closed. When you shut down One Care it turns off everything including the AntiVirus and the firewall. Shortly thereafter One Care restarts itself. I turned it off four times before realizing that Microsoft made it a bit too uncontrollable by the user. Maybe my actions showed up as four firewall "turn-offs".
I hope that future non-beta versions will have more user settings that will allow the AntiVirus or other features to "sleep" for a specified period of time. If not, the program won't be worth using unless you want Microsoft to control your PC instead of you.
AntiVir is the fastest and most effective and what I went back to. Closing AntiVir, naturally, doesn't turn off the software firewall like One Care did.
