For a one of - very quick fix, go to the local machine, and into computer management - expand users and groups, click on the desired group you wish to add the users to, click on "Add to group" browse your directory, or search for the user and simply add them to the group.

It is very easy and you can use the GPOM to apply existing, custom, or customized policies to users, groups, etc... Your devs can do this programmatically and embed the use of policies into their applications within your company - if they are not.... train them, or find new devs.
