From the description, this seems to be the DLL that controls Remote Assistance invitations sent through the use of a MAPI-compliant Email application (Start | Help and Support | Invite a friend to connect to your computer with Remote Assistance [Located Under "Ask For Assistance"] | Invite someone to help you | Type an email address).
Remote Assistance can use three different escalation methods, or methods of inviting another user to provide remote assistance. One of these methods is by sending a Remote Assistance invitation in an e-mail message. One is through the use of Windows Messenger. And the other is by manually transferring a Remote Assistance file to another computer (saving to disk, sending as an attachment, sending over a LAN, etc.).
