If a smaller software company can RTM their product and get it to my store shelf in 2 weeks (and I'm in Canada), then surely MS can make & ship retail upgrade boxes within a month to six weeks. OEMs will have access to the RTM ASAP and have already been testing all the milestones along the way.
If they released it soon as, OEMs wouldn't be happy for a start.
Why not? It's two different markets. It's not like the OEMs are going to lose sales based on when the retail upgrade ships. The people who need computers are still going to buy them, regardless of when the retail upgrade ships.
2-3 months is a good enough time for everyone else down the line to get their stuff together, not just release it soon as in a untimely manner without any thought of preparations that others will need to do.
But again, since there isn't any crossover in the two markets served, why the need to coordinate? Ship the retail upgrade now and let the OEMs ship their new PCs pre-loaded when they're ready. This has the benefit of letting the more nimble OEMs score early sales.
