Paul's screenshots are definitely not right. They appear to be of Beta 3. (Beta 3's about box said "Service Pack 1, v.126" and so does Paul's.)
A little tibdit about the build numbers... it appears that the service pack build number (126 in this case) is equal to the sub-build number (16510 in Beta 3's case) minus 16384. Actually, since 16384 is 0x4000 in hex, it is more likely the other way around... the sub build number equals the service pack number or'd with the flag 0x4000. Vista RTM'd with a sub-build number of 16386, which probably indicates that they did two additional builds after rounding the main build number to 6000.
RC0 on the other hand (which is equal to Vista SP1) is build 6001.16659. Which would suggest that the service pack number should be v.275. Which is exactly what Vista SP1 shows (http://content.zdnet.com/2346-12554_22-166470-8.html). So Paul's shots are definitely bogus.
