On the modular thing, I guess it depends on what they mean "remove entirely". For instance with Internet Explorer, that's foolhardy. But if it means leaving the HTML rendering engine, and removing iexplore.exe then ok. I certainly agree that XP should have install options to not include Messenger, Media player, Outlook Express, etc.
The uniform terms licensing thing isn't bad, and even being prohibited from exclusive deals is not so bad.
But I guess my point was partly that there is more to the state's remedy than what is detailed in this article.
