If IE is set to show on the top level of the Start Menu (it is by default), you can access Internet Properties via right-clicking that icon. Dragging the icon to the desktop will allow you to create a shortcut that also has the ability to access Internet Properties via right-click.
I also just noticed that if you browse to the Desktop via an Explorer window (the top-level Desktop, not the username/Desktop address), an icon for Internet Explorer already exists that also gives you Internet Properties access, it just seems to be hidden from the regular desktop view. There's a group policy setting that may unhide it, but I've not tried it to see if it works or is just a holdover from previous versions of Windows.
