Symantec have a vested interest in making money off the flaws of others; and like what kevn84 said, they have the most to loose if Microsoft does actually pull this off and deliver a secure operating system has planned.
Secondly, I've refused to use Symantec products; they're as buggy as hell, unreliable and can drag any PC to a screaching hault through their bloated buggy interfaces, poorly tested updates and rushed product releases so that they can boast who delivered the anti-virus first.
lketchum put it correct, large amounts are being re-written, but what he has not addressed is this; the new Microsoft development model; there are now more autonomous groups that are working independently on different parts; unlike previous builds Symantec and others could get to see the 'progress' - parts are being developed seperately, then once 'complete', then merged back into the tree; so parts that they claim to be 'security issues are parts that *could* be getting replaced, but since the code isn't read yet, it hasn't been merged into the tree.
Oh, and considering that there are still another 3 RC1's PLUS the official RC1 hasn't been released, one would be right to assume that RC's donot equal, "no more development" - RC's MEAN feature complete, no more features will be added, everything from now on will be purely security and bug fixes.
