cupsdell, I mean this in the nicest way possible, but I would argue that your mother's stubbornness puts her very much at risk. First, it can't be that hard or expensive to upgrade the couple of ancient peripherals that simply don't work under XP. Second, XP is almost indistinguishable from Win98 if you use the "Classic" theme. I sympathize, but, at some point, the responsibility needs to shift to the user.
I think that 7-9 years of support is more than adequate. You never get that kind of support for any other software. In the world of firmware and BIOS updates, you're lucky to get even 2 years of updates. If you're talking device drivers, you're lucky to get 4 years. Besides, it's not like Win9x systems are just going to stop working. All this means is that new updates won't be issued and you'll probably receive a "sorry" if you try to phone MS for free help.
I agree with Microsoft's ending of support. That said, though, I think that it'd make a lot more sense for them to extend it 8 months until Vista is available. Ending it now leaves users with one of two options: a) buy a new computer now with XP when Vista is so close, or b) use an unpatched system for 8 months until the Vista computers are for sale. Neither is a good option. In fact, cupsdell's mother may be good example of a user in this dilemma, assuming that she'd be be willing to finally upgrade if it were to Vista, instead of just to XP (it doesn't sound like it, but still...).
