It's possible to make these changes available for Windows 2000.... If MS plans on supporting that OS, I do expect it.
It's possible to make these changes to Windows 98, too, so what exactly would satisfy you? (And XP came out within the support period for Windows 98.) Then should Apple backport many of the fundamental changes to the OS in OS X to OS 9, too? By your standard, it's possible.

There is quite a double-standard here. There were lots of changes to the OS from 2000 to XP--including many new features and several applications. (Several other new features and applications/application updates were introduced for free as well--Photo Story, Movie Maker, etc., but that's besides this point.) So, you don't expect Apple to provide those updates for free, but you do expect it for Microsoft? Hey, if Apple can get away with charging for every new OS X update, more power to them, but don't try to compare it to updates for XP... because all of them thus far have been FREE.
