Um not that big adeal this statement. In 2 years there expenses have rose about 2 billion, which is alot, about 1/2 billion of that was expected ie.. fines court cases.etc. That's still alot of extra mola in a short amount of time and I'm sure investors can see this, so I'll he's saying is hey.. I'm gonna reign in the spending a bit. Just cause you have 56billion doesn't mean you should operate differently then if you had 1 billion. MS is not hemmorging money, they're just not growing like they used too.. and that's just maturely, same way dell et all is now growing like the past. Everyones grown up and the industries they play have all matured.
As for what to do with the 56billion.. hell there's plenty of companies I'm sure they'll love to buy but can't cause people will scream antitrust or more cockmemey bs, so they are limited to 50mil co. here, 10mil company there.. etc. And stock by back are not 'desperate moves', in some one off cases they can be but for the most part they are normal ways to increase value to existing shareholders, a vast number of companies do this on a regular basis.
