TL, it is part of Microsoft Office 2003, though it is not included in a suite. Microsoft never stated that OneNote would be included in an Office suite.
As blue stated, the price listed is not the price in USD. Speaking as one who has used OneNote for the last nine months, it is a powerful application. I don't say that everyone has need of it, and it is for this reason, I'm guessing, that it is not included in a suite. I've used it exclusively on a laptop. For those with TabletPCs, OneNote is even more useful.
blue, be sure to report back how you like (or don't like) it. There are only two things that bug me about it - it doesn't synch with Outlook notes (and therefore doesn't synch with my PocketPC) and the .one (a note) files are not XML based. Though integration with Outlook probably won't happen, there is a good possibility that OneNote 2.0 will have an XML file format.
