Can you really say that going with Microsoft would have been cheaper over a 50 or 100 year time scale?
The same could be said about Linux... honestly, I'm not sure that anyone can say with a straight face that Linux or Windows (as we know them, anyway) will be in use in 100 years.

Yes, it is. Anyone who disputes that a government should support "local" businesses is not thinking properly. The problem is that this is being trumpeted as a success for Linux, not for the German economy, which is what it really is.
In fact, you are bringing up why there will be a trend among governments outside the US...
Probably, but that's bound to be a good thing. Just because a product is made locally doesn't make it the best choice. It will no doubt bring about stong wave of innovation in both Windows and Linux camps, which is good for everyone.
