This is not the full list of changes. There are clearly changes in SP4 which are not on this list. For example:
The security patch from KB article 296441 has been available for 2 years but Microsoft did not incorporate it into a Windows 2000 Service Pack until now! In fact, SP3 shipped with a vulnerable version of msdaipp.dll even after the fixed one had been available for a year. They probably left 296441 off the list, out of sheer embarrassment.
The Wi-Fi Authentication feature from KB article 313664 has been included in SP4. This is really a new feature, despite the claim in the FAQ that SP4 contains no new features: http://www.microsoft.com/windows2000/support/issues/SP4faq.asp
The AuthZ update from private KB article 320211 has been included in SP4. AuthZ is a new API, originally intended only for Windows XP and 2003 but quietly slipped into Windows 2000 for the benefit of Microsoft's own CRM product. It was distributed with MSCRM in January, but the February 2003 Platform SDK documentation still insists that it is only available on Windows XP and 2003. The MSDN Library web site has started to load the July 2003 Platform SDK pages and still no sign of AuthZ being corrected.
KB article 331834 was briefly public last year, but the article was reclassified partner-only and the download removed. The download was recently re-released as "ism2asp.exe" with no reference to a KB article, and the files from ism2asp are installed by SP4 on computers running IIS.
Jet 4.0 SP7 (originally from private KB article 816056 but now covered by public article 282010) has been included in Windows 2000 SP4.
