There are actually very few things that you need to reboot for in Windows these days. Changing the video driver (actually, you don't always have to reboot when changing the video driver in Win.NET Server), critical updates, and a couple of other things.
The only time you have to reboot when changing a driver, beeyp, is when changing the video driver, which you also have to do in Linux, well at least, you have to restart X.
Reboots are a poor excuse to use Linux. Also, why use Linux when you can use something much better, like BSD.
