There are some important fixes: One being the multiple identities bug introduced with XP SP1, and another being long URL's don't break (wrap) when posting in normal 7-bit plain-text. Even Outlook 2002 can't do the latter.

I more befuddled by the fact this wasn't released via a security bulletin. Even if the security fixes are minor, it does contain security fixes and should be in a security bulletin.

#10. It does per the article:
"contains high-level security fixes...This update fixes the following issues, not previously documented in a Microsoft Knowledge Base article"
And the "previously released" security fixes were not security bulletins. There are no known security vulnerabilities for OE 6 SP1 per MS Security Bulletins.
Kinda have to read between lines.
