As far as I know, the refresh rate problem only affects XP not Win2000. In Win2000, you will need to manually set the desktop resolution and color depth to the one your game uses and set the desktop refresh rate for the 2D desktop. Once set, you can go back to your original desktop settings. Now, when you play games in either D3D or OGL, as long as the refresh rate of that specific display mode is set at 2D desktop once, it will use that refresh rate. In XP, it will always use the default 60 MHz no matter what.
