HOPING to bring an end to a government investigation into its business practices here, Microsoft officials Monday were preparing to submit additional details of a proposed settlement offer to Taiwan's Fair Trade Commission (FTC).
In May 2002, the FTC opened an investigation to determine whether Microsoft, in Redmond, Wash., had abused its market position as the dominant supplier of PC operating systems to inflate local prices for its software in violation of Taiwanese laws governing fair trade practices.
