Deploying and installing managed code smart tags securely in Microsoft Office XP currently requires the assembly be hosted in an unmanaged smart tag proxy component called a shim. The explanation on what a shim is and why it is currently needed to deploy smart tag DLLs has been discussed in detail in Deployment of Managed COM Add-Ins in Office XP and therefore won't be repeated here.
