Microsoft knew back in 1996 that computers would make their way into cellphones. That's when the company launched its Windows CE operating system, a platform that it said could be the foundation of wallet-sized personal computers and "smart" cellphones. But now, nearly seven years later, Microsoft still doesn't have a smart phone in the United States. Only one such model is in use — in Europe — and only 40,000 units have sold since its launch in November.
