Microsoft has won an e-government deal in India's Karnataka state (home to development center Bangalore) whose goal is to put citizen services (e.g. passport applications, but stretching beyond the normal definition of e-government to get into areas like banking) in a portal-accessible format.
The deal saw Karnatake reject the open source alternative, and as such is a counterexample to the case of some German government entities that have gone with Linux over Microsoft.
