David Winer is a software designer who loves making trouble. And even if many in Silicon Valley consider him an irascible gadfly, he has a large, attentive audience. Right now he is sounding the alarm about Microsoft, which he says is trying to contort network software standards in an effort to dominate the future direction of the Internet. In his widely read DaveNet, a stream-of-consciousness newsletter distributed by e-mail and on the Web (http://davenet.userland.com), Mr. Winer has accused Microsoft of seizing control of the industry standards- setting process to the benefit of the company's broad-based Internet initiative, called .Net.
