Why is the DOJ technical committee reviewing "bug fixes" in the Windows 7? Shouldn't their purview be ensuring that MS adheres to the DOJ decisions, not the bug count in Windows 7?

Yea, I can really see where IE search defaults for the last 10 years really hurt Google in becoming the dominant search engine on the planet.
