RC-1 builds released after 5600, [5728] feature the ability to control this and turn it off as needed, or desired. A simple checkbox [on by default], may be cleared to disable the Windows startup sound [yet to be revealed what the new sound will be]. The "Start Windows" sound may also be turned of.
Makes some sense to me - since many laptop users would wish to disable these sounds and many cannot mute their systems until Windows is loaded and running and soft controls are available to support control of built in speakers. *Once running, they could have muted their systems and then shutdown or rebooted and upon start up, that last known state would have been maintained and the systems would have remained silent - so in part, I wonder why user types that needed a silent system on startup would not simply do that. For user types, like radio stations, or medical staff, this was an issue - but again, I suspect that these user types had muted their systems in at least one user session before starting up in say, a control room.
