R2 is not an update to 2003 like SE was an update to 98.
R2 is a range of software to give what's already built into Windows more power.
And yes, I'm sure you will have to pay for it.
It encompases: AD Federated Services, AD App Mode, Distributed File Replication Service, NFS, Print Management Console , File Server Resource Manager, Sub-system for UNIX Applications / Identity Management for UNIX, Storage Manager for SANs, Windows Sharepoint Services SP2, and MMC 3.0.
