It certainly is surprising, but there's nothing stopping them from releasing it at any time before the next interval -- they've already broken this "rule" at least once. It'll be interesting to see what's said during the Web conference in the morning.
The double-page scroll thing was driving a lot of people crazy, and is something I expect they'll fix as silently as it was broken a few months ago, but fortunately it was fixed in the first XP SP2 beta.
kernel: I don't know if you use MyIE2, but they worked around that fake URL problem in their latest update last month, even though it's basically IE. Perhaps other enhanced IE browsers have by now too.
