You don't find the toolbar disappearing when you scroll down to read the rest of your email in any "Word processing software, no matter what OS or vendor" either so what's your point? The reason for having those functions at the top and bottom in web-based clients is to allow the user easy access to them. Otherwise they should lock the toolbar at the top so you can always see if whilst you are scrolling (using div's or frames or having the content in a separate scrollable div... whatever you like).
