kev, you say we need another government agency? I can't think about how horrible that could be. Before you could release a software product, you'd have to offer it to the FSA (Federal Software Administration) for approval to sell it.
I think what would be a good idea is if non profit groups rated software. We have ratings for movies, games, music. We have TrustE for web sites. We have Good Housekeeping for, well I they have a seal of approval, I know they do something. We have Consumer Reports. We have the BBB. Let a NPO or even a regular corporation not regulate, but inform consumers what products are all about. If the organization proves itself unbiased, then consumers will begin to be very interested in what it says. As more consumers are interested in what it says, more software vendors will allow its software to be certified, thus creating a positive feedback cycle.
