VB 2005 Express Beta should cover that criteria for now.
Retail price is supposed to be around $49, though MS has said they'd also have ways to get it cheaper. You could also try SharpDevelop. It's a free IDE for C# and VB.NET development. I'm not sure if fx 2.0 is supported yet. http://www.icsharpcode.net/OpenSource/SD/Default.aspx |
