Brazil's finance ministry accused Microsoft on Thursday of violating a law protecting competition and recommended the software giant be fined. The ministry claimed that Microsoft monopolized the sale of software to the government by letting just one company to handle all the transactions. In Brazil's federal district, the only place where a single vendor was designated to handle all sales, the price of certain Microsoft products was as much as four times higher than in the rest of the country, the ministry said in a press statement. It didn't divulge the actual prices charged. | ||

Has nothing to do with windows. The article you linked to was complaining about a 'Buy Office, get Money for free" promotion.
It also states that Brazil's Finance Ministry investigated earlier and said MS did nothing wrong. Now some other agency has apparently realized they can get some free money. |
