Saudi dissident Osama bin Laden, shown Dec. 23, 1998, warned three weeks ago that he and his followers would carry out an unprecedented attack on U.S. interests for its support of Israel, an Arab journalist with access to him said September 11, 2001. The editor of London-based al-Quds al-Arabi newspaper said Islamic fundamentalists led by bin Laden were 'almost certainly' behind the attack of the World Trade Center in New York. | ||

Charlie and Delta are Threatcon levels, they are not related to war status that is Defcon, they are specifically for terrorist incidents.
THREATCON CHARLIE applies when an incident occurs or intelligence is received indicating some form of terrorist action against personnel and facilities is imminent. Implementation of measures in this THREATCON for more than a short period probably will create hardship and affect the peacetime activities of the unit and its personnel. THREATCON DELTA applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that terrorist action against a specific location or person is likely. Normally, this THREATCON is declared as a localized condition. |

| I don't think he is defending him. Whether you belive he did it or not you must remember what happened the last time America thought an outside terrorist had destroyed a major place in New York - turned out to be an ex Army American. So although he looks the likely man, lets not jump to early conclusions. |
