It's easy to build a traditional consumer PC that runs the Microsoft Windows® XP operating systems--just follow the requirements in Microsoft Windows Logo Program System and Device Requirements, Version 2.0.

The total PC system design must address all of the functionality and ease-of-use issues to ensure the best Windows XP user experience for targeted scenarios. Using outdated processor technology or merely adding a device such as a web camera to a traditional PC will not result in the best user experience with Windows XP.
