That was Microsoft's JVM which is older and locked at Java 1.1.4 which was before Java2 (which included lots of additions to the language like collections and the Swing GUI library).
Since Sun forced MS to keep their JVM at 1.1.4, Sun is now upset that Java can't progress past that on the client since most people don't have the Sun JVM.
Sun never really made the client a priority, but now that all their other markets are collapsing around them, they realize that Java is their only chance for salvation, so it looks like they're making it a priority now.
