Here's a starting point:

Is this on the HCL? Check it on microsoft.com/hcl . if it's not there, it might be incompatible.

Try lowering the hardware acceleration. Just go to start > run > dxdiag, click ok, click the display tab, lower hardware acceleration to the lowest.

Do the video test in dxdiag, does it give errors?

This only happens playing games? I wonder if you need opengl support. Right clik the desktop go to properties, is there a opengl tab?

I have a ati rage pro 128 and ive had no problems with it, other than not having opengl support until i updated the driver at ati.com

Then obviously this is a driver issue or the hardware is incompatible. If you've tried ati's latest driver call them or email them about this issue. If it's not on the www.microsoft.com/HCL list consider buying a compatible video card.
