I'm was trying to free up some space on my PC and deleted a file I thought was a ".com" file. It turned out to be a command file and now my computer will not get past the Dell screen when I restart it. Is there and way to get past this and recover the file? It won't even start in safe mode..... Any help would be awesome!!!

There's the catch... no boot CD.... I was given the computer by a friend with out any of the CD's..... The file it is saying I'm missing is NTDETECT.... Any more advice???? thanks!

Without having the XP cd, you're stuck. I'd suggest checking with your friend to see if he/she has the CD's.
