First off - what sort of problems? If you can't get into Safe Mode (by pressing F8 during WinXP startup), there's a chance that the OS has been hacked/damaged. Stuff to try first (@ssuming you can get into WinXP) 1. Clear out all the temp files, cache, history, etc. 2. Use HijackThis to determine what's running and what sort of spyware may have been installed. HijackThis can be used to inactivate a spyware program that runs at startup. 3. Not sure what you mean by "all kinds of stuff on your screen when you start in safe mode". Best recommendation is to consider doing a clean install. Back up all your data, and do a complete reformat/reinstall of WinXP and your programs. Sounds like you either have a virus or have been hacked. My best recommendation is to do a clean install.
