Windows XP Home does not support IIS or Personal Web Server. You must get XP Pro for that.

However, I have heard that Apache 2.0 has a .NET module that allows you to use ASP.NET with it, so that might be something you can try in the meantime?

IIS runs on more than half the worlds webservers. Apache runs on more than half the worlds websites. There's a large distinction there, and if not understood correctly you can confuse yourself into thinking Apache is more popular than IIS, where it's not.
