The problem is with the BIOS settings. When the computer first boots up, do the POST settings show it's identified all the drives? If not, check to make sure that the drives are connected properly and that the CD ROM is set to master and not slave (it should be on a separate IDE channel, not slaved to the HD). From there, try setting the BIOS so that the floppy is first boot, CD second and HD third.
