SteveM seems like a cool dude, so i'll help out.
First, a little bit more information would be needed. WHo is the isp? Is it broadband or dialup? Has it always worked, or never worked? When was the last time it worked? Are there any firewalls on the system? What has changed to the system since it last worked? You say the homepage shows up, what error do you get on other sites?
First, you would want to ping to find out where the problem lies, otherwise your shooting in the dark.
Go to a command prompt and type ping 127.0.0.1 , if you get 4 replies tcp/ip is working on lowest level. Then ping yahoo.com , if you get 4 replies you should be able to browse, if not then dns setting. THen ping yahoo's ip address, ping 216.115.109.6 . If you get 4 replies, you can see the site, it's dns.
Next go to winipcfg, write down your ip address, subnet, default gateway. Ping your ip and default gateway. If your default gateway is black, release then renew it. Write down any errors. If you can release and renew but cant ping the default gateway, it's either a isp issue or firewall.
Try browing by ip address. Try http://yahoo.com, and http://216.115.109.6 . Note the results. Clear the cookies, cache, temp files.
If none of this works try http://support.microsoft.com/default.aspx?scid=kb;en-us;Q241344 , go step by step, this will take an hour. If it still doesnt work, you might need to do http://support.microsoft.com/default.aspx?scid=kb;en-us;Q181599.
However if q241344 doesnt work, i would recommend renaming iemigrat.dll and reinstalling win98. After doing so you'll have a brand new ie, if same problem then you know it's not an ie problem.
Here's a quick q241344 that almost always works :)
Note while doing this do NOT restart until i say.
1 - scanregw - backup registry
2 - Network properties - remove everything here, click ok - do NOT restart
3 - regedit > remove these keys:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VXD\AFVXD
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VXD\DHCP
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VXD\MSTCP
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VXD\Winsock
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VXD\Winsock2
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\WinSock2
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\RemoteAccess
\Authentication\SMM_Files
3 - Go into add/remove programs, uncheck dialup networking, click ok twice, restart when prompted
4 - after restarting, go back to add/remove, and recheck the dialup networking box
