I'm not sure about this one, i would suggest doing 2 things:

First go to start > run > regedit.exe, click ok.

Check this registry key:

hkey_local_machine\software\microsoft\outlook express\"no modify accts"=dword:000001

If that exists, change the number to 000000 (change the 1 to a 0)

Or rename this file if present:

9xmig.dll

Once you rename that file and reinstall windows, outlook express will be reinstalled by the default. You might also want to rename iemigrat.dll, to reinstall IE also. Make sure you backup all your email and contacts first!

Doing those 2 things will give you a good shot at success!
