Based on the info, it sounds like the problem is an application (be it office, some sort of utility, etc) that's running in the background and causing the problem. First, what utilities are you running (i.e. AV, etc). Also, is there anything that's loading from the Start Up folder? If so, what. How does your computer connect to the internet? Is it direct, and if so, you are using a firewall, aren't you? Try uninstalling Norton. Norton overall is a resource pig, and there have been recent revelations about System Suite creating some potential holes and problems.
