Sony probably didn't rip you off, and it isn't because WinXP Pro uses more security and networking features.
WinXP Home and Pro don't have native drivers for USB 2 included on the disc. So...to get them, go to Control Panel, Performance and Maintenance (@ssuming you're in Category view - if not, just go to System), then choose System. From there, click on the Hardware tab and choose Device Manager. If you see a ! or something similar next to a USB device, right click and choose update driver. Let WinXP search the internet for the best one. It will find it, install it and you'll be flying along.

You said you've tried to update the drivers - was it successful? You also indicated that you reformatted your hard drive.
1. When you reformatted, did you install all of the system specific drivers from Sony? I just checked their web site and there are a number of updates.
2. Make sure you have SP2 installed, and all updates from MS
3. To check to see if there are any updates for the USB ports, open up System in Control Panel. Click on the Hardware tab, and the device manager. Scroll to the bottom and click on the + next to USB . Right click on the Intel 82801EB USB Controller and choose Update Driver. Choose the first choice (allow Windows to connect to Windows Update) and search for a new driver.
FYI, I checked and the 82801EB appears to be USB 2.

The ability to connect to the internet to search for drivers is part of SP2.
Best suggestion is to go to Sony's website and download all drivers for your specific computer. What I do is to check for all drivers and application updates monthly, download them and burn to a DVD to make a hard copy for backup purposes.

Are you attaching the iPod directly to the computer or thru a USB hub? If it's a hub, it needs to be powered. iPods appear to work much better with USB 2 vs. USB 1.1.
