First the basics -

What happens in safe mode? To get there press F8, and select safe mode. If safe mode is fine it's 3rd party software or a driver issue.

What about Enable VGA mode? Again, press f8, if enable vga mode works, you need an updated video driver.

What about reinstalling windows xp, and pressing F7 when setup says "press f6 to load a 3rd party conroller", this wont do anything visual but it will force APM, if this works then ACPI problem.

What about going into the bios, and disabling plug and play OS?

What about making a bootlog? press f8 again, do a bootlog, its saved as c:\windows\ntbtlog.txt i believe.

Is all your hardware on the hardware combat list? Go to www.microsoft.com/hcl , if something isnt listed there it's not supported in winxp. I suspect the motherboard is the problem.

Is the BIOS the most recent? If not flash it.

Are you using a drive overlay? Such as easy bios.

If you can go into safe mode, does event viewer list anything?

Those are some ideas, i bet it's the motherboard since this is a clean install, could be something off the wall like level 2 cache!!
